Somali Prime Minister Hamza Abdi Barre has appointed Abdulkadir Omar Moallim as the country’s new Minister of Ports and Marine Transport, filling a vacancy left by Abdulkadir Mohamed Nur, popularly known as Jama, following his election as Speaker of the House of the People.

The Office of the Prime Minister announced the appointment on Sunday, October 18, 2026, saying the decision was made in accordance with Article 120, paragraphs two and three, of Somalia’s Constitution, taking into account the president’s recommendation and Moallim’s qualifications and experience.

Moallim takes over a ministry that has been without a substantive minister since Jama left the position after securing the speakership in August.

Jama was elected Speaker of the House of the People on August 10, 2026, receiving 142 votes against Moallim, who garnered 30 votes in the parliamentary leadership contest.

Jama had led the Ministry of Ports and Marine Transport since March 2025 before announcing his resignation following his election to parliament’s top leadership position.

During the intervening period, State Minister Mohamed Abdulkadir Dhucle served as acting minister.

In announcing the appointment, Prime Minister Hamza called on Moallim to discharge his duties with diligence and accountability, emphasising the need for transparency in the management of the ministry.

The appointment places Moallim at the helm of a ministry responsible for Somalia’s ports and marine transport sector, which plays a role in the country’s trade and maritime activities.

Moallim is expected to take up the responsibilities previously held by Jama as the government continues its work through the federal administration.
