Somalia has intensified efforts to join the World Trade Organization (WTO) after the international trade body’s Secretariat visited Mogadishu for the first time, opening a new phase of technical work aimed at integrating the country into the global trading system.

The mission, conducted jointly by the WTO and the International Trade Centre (ITC) from October 10 to 15, brought together senior Somali government officials, national institutions and international experts to address outstanding issues in the country’s membership bid.

The Federal Government described the visit as an important milestone in Somalia’s pursuit of WTO membership, with discussions focusing on resolving technical questions raised by existing members and preparing the country’s proposals on access to its markets for goods and services.

The visit marks a significant step in the process, although Somalia has yet to secure membership. The country must continue negotiations and meet the requirements of the accession process before it can formally join the organisation.

The technical mission was led by the Office of the Chief Trade Negotiator, which operates under the Office of the President, with support from the WTO and ITC.

During the meetings, participants reviewed progress made so far, examined key documents and worked to resolve outstanding technical matters that could affect the next stage of negotiations.

The team also addressed questions raised by WTO members and supported the preparation of Somalia’s market access offers, which outline the terms under which the country would allow foreign goods and services to enter its markets.

These offers form part of the broader negotiations required for accession, as Somalia works to establish the terms of its participation in the international trading system.

What WTO Membership Could Mean for Somalia

Joining the World Trade Organization would place Somalia within a multilateral framework governing trade between member countries. The organisation provides common rules for international commerce and a platform for addressing trade disputes.

For Somalia, membership could support efforts to expand international trade, improve the predictability of trade policies and create opportunities for businesses seeking access to overseas markets. The potential benefits, however, would depend on the terms agreed during negotiations and the country’s ability to implement its commitments.

The current mission focused on the technical groundwork required for accession rather than a final decision on membership.

Somalia’s chief trade negotiator, Sadiq Haji Ibrahim, said the mission demonstrated the government’s commitment to advancing the accession process through continued technical engagement, coordination among national institutions and cooperation with international partners.

He pointed to the importance of sustained work and collaboration as Somalia addresses the issues involved in joining the organisation.

The mission brought together government institutions and international specialists to assess progress and identify priorities for the next phase of negotiations.
