The President of the Puntland State of Somalia, H.E. Said Abdullahi Deni, today chaired the Bari Region Security Conference, attended by senior Puntland government officials in the region, including members of the Cabinet and Parliament, security and military commanders, the Bari Regional Administration, Bosaso District Administration, and other officials.
The conference held extensive discussions on the security situation in Bari Region, with particular focus on intensifying operations against terrorist groups, controlling illegal weapons, combating piracy and irregular migration, preventing clan conflicts, promoting trade and investment, improving the appearance and cleanliness of Bosaso, clearing blocked roads, increasing government revenue, combating drugs, ensuring the quality of medicines and food, and addressing grazing land and new settlements.
Key Decisions
1. Security and Control of Illegal Weapons
The ban on carrying or possessing illegal weapons in Puntland cities has been reinforced.
The Puntland Government will confiscate any illegal weapons seized, and security and judicial authorities have been instructed to take legal action against anyone found possessing, importing, selling, or using illegal weapons.
The importation of vehicles capable of concealing weapons or military equipment into Puntland has been prohibited without authorization from the military command and the approval of the Puntland President.
Security authorities have been authorized to seize military-type vehicles that enter Puntland illegally.
Legal action will be taken against anyone involved in inciting or organizing clan conflicts.
Counter-terrorism operations will be intensified across Puntland.
Security agencies have been instructed to prevent the importation, sale, and use of drugs and alcohol.
The government reaffirmed the importance of securing Puntland’s waters and coastline and directed security agencies to fully implement measures against piracy and irregular migration.
Security agencies were instructed to take action against anyone involved in piracy.
Soldiers not engaged in official operations are prohibited from carrying weapons inside cities.
Weapons used in clan conflicts will be confiscated, and those involved will face legal action.
2. Trade Development and Increasing Government Revenue
Efforts to increase government revenue will be accelerated, particularly revenue generated from coastal areas and ports.
A Puntland Investment and Trade Conference will be organized to encourage domestic and foreign investment.
The Quality Control Authority will be operationalized, with legal action against traders dealing in medicines or food products whose quality cannot be verified.
3. Urban Development and Bosaso City Planning
A plan to clear roads and improve the appearance of Bosaso will be implemented in accordance with the city’s approved Master Plan submitted by the Bosaso District Administration.
4. Grazing Land and New Settlements
The establishment of new settlements that do not comply with government plans and regulations has been prohibited.
Security and relevant authorities have been instructed to take legal action against anyone who illegally occupies or claims grazing land or establishes unauthorized new settlements.
The conference emphasized the importance of full and immediate implementation of all decisions reached, with the relevant government institutions instructed to take the necessary steps without delay.
