Doolow Strike Raises Stakes, Alleged Turkish Role Could Have Far-Reaching Consequences for Somalia

Reports of further airstrikes against forces loyal to South West State President Abdiaziz Laftagareen are raising questions that could extend well beyond the immediate confrontation.

Laftagareen’s camp has accused Somalia’s Federal Government and its allies of involvement in the strikes. If credible evidence establishes that Turkish military assets were used against Somali political or regional forces, the controversy could have significant domestic and international repercussions.

Such a development could trigger calls for greater scrutiny of foreign military assistance to Somalia, including questions over how externally supplied weapons, drones and other military capabilities are used. It could also prompt demands for restrictions or conditions on security assistance if partners conclude that equipment intended for counterterrorism or national security is being used in domestic political disputes.

There could also be serious implications for the safety of opposition leaders and Federal Member State presidents. If foreign military capabilities are perceived as being used in internal political confrontations, regional leaders and opposition figures may increasingly question whether existing political and security arrangements provide sufficient protection.

More broadly, the episode risks deepening mistrust between Mogadishu and the Federal Member States at a particularly sensitive time. It could encourage competing political actors to seek their own external security partnerships, further internationalising Somalia’s internal political disputes.

Former federal minister Adan Aw Hirsi has warned of precisely this danger, arguing that the use of foreign military power in an internal Somali confrontation could establish a precedent that other political, regional or clan actors might later seek to replicate.

The Federal Government has yet to provide a detailed public response to the allegations. Until the identity of the aircraft, the chain of command and the circumstances surrounding the reported strikes are independently established, claims of Turkish involvement remain allegations rather than confirmed facts.
